Those are special rules for "Elite" players. They're treated differently with special gloves and extra care. **Note the sarcasm...
I think that rule only applied to last season with high division players jumping all over the place in lower divisions. The league has set the rule that rosters are to be set prior to season start, but not sure if it will prevent "late" additions come 6 games prior to playoff time as additions are handled on a per case basis by the league.

Implemented prior to the 2013 summer season:
Higher Division Players Playing In Lower Divisions: Many people were displeased with the fact that some teams appeared to pick up ringers for playoffs and as a result there has been a change to the multi-team rule for 2013.
1. Roster deadlines will now be set the day of registration in order for us to better place teams into competitive divisions. All players who are not on the rosters by the deadline will have to be passed through the league executive to obtain permission. As of registration (this Thursday!) rosters will be locked on the website and teams will not be able to add players themselves. The only people that will be able to add players to teams will be the league administration.
2. Players from upper divisions will be much more closely scrutinized if they are requested to be added after the roster deadline. Captains should have such players on the roster by the deadline there will be very little chance of adding higher division players after the roster deadline is set. As discussed in point 1 the caliber of players will decide on divisional placement.
3. Players from Elite through division 3 will now have to play a minimum of 9 games (half the season) to be eligible for playoffs in any divisions lower than the highest division they play in (such players still only have to make 6 games on their highest division team to be eligible for playoffs). Thus a player who plays in Division 1, if they are also on a division four roster, they must must make 9 games for the division 4 team to be eligible for playoffs. This will prevent teams from adding players late in the season in an attempt to make them eligible for the post-season. A division 4 player however will not have to make 9 games for a division 6 team. That player may still be eligible for playoffs by attending six games for each team (again the rule only applies for players in Divisions Elite through 3).
4. Substitute players (if teams are short guys) are still allowed however the player that substitutes cannot be of higher caliber than the player that is missing for the game. If a player from a lower division substitutes for a team in Div 3 or higher will not have to worry about making a minimum of 9 games for their lower division team unless they are make enough games in the higher divisions to be eligible for playoffs (6).
The intent of the rule change is to force teams to declare higher division players at the start of the season to ensure divisional parity, to ensure the players are not added after the roster deadline, and to make sure that the upper division players are actually part of the team and not ringers.

All players who are not on the website by Thursday midnight will have to be vetted by the league before they are allowed to play...and we will be pretty strict!

and i don't see anywhere that says the league may use discretion to potentially overlook 3 defaults, never mind 4... teams that default 4 times are not the victims, they're the perpetrators of other teams' resulting loss of playing time. how are the players supposed to take the rules seriously when this very basic rule is being overlooked? i guess the league doesn't see it as a serious offense but it'd be interesting to know how all the other teams who are responsible enough to ensure defaults are avoided feel about "very delinquent" teams being playoff-eligible.

i hate defaults i was a part of the team showing up on 5 of the 49 defaults from this season. It sucks.
You lose a game, and in most cases you lose your time and your gas money unless you have been notified early from the other teams. One day i had 2 defaults at opposite ends of the city. So quarter of a tank in gas and no football..... i wasn't too happy.

Any chance you guys would consider acquiring a refundable bond from every team to begin the season? say $200 to cover their default losses. If teams don't default they can either put it towards the next seasons fees or have it refunded to them?
first loss they lose $50, second loss $125, third loss all $200 is gone. the other team would then get their money back sooner as well, and you wouldn't have to chase teams.
might be more of an incentive for teams to not default, especially at the end of the season.
I mean that is less than $20 bucks per player up front that would be posted per team and that money would be refundable by the league at years end?
just something to think about.

Good suggestion Neil.
Also, for the record, I agree that the rules that were posted on the forum a year and a half ago should be included in the permanent posting of the rules of the league. There are a lot of changes year to year, not to mention a lot of brand new teams. It would only improve communication.

Everything will be updated shortly. As for the performance bond, team captains seem to have a tough enough time trying to collect the current registration as it is...and unfortunately it is the captains who often have to cough up money themselves (we all know of players who try not to pay!). We will be working on changes to the default policy shortly to better expedite the process.
Record year for rain and rain outs. We have been working with teams to ensure they can get enough players out but with so many reschedules some teams were hit pretty hard with schedule changes which caused some havoc with getting seven players out.
