Is the sideline ref allowed to make a call if he sees an infraction happen? More specifically,if the infraction happens right in front of him? or is only allowed to make calls such as offsides? I ask because of a ridiculous "Offensive PI" that was called by the ref in our game who was nowhere near the play when it happen, but it also happened right in front of the side judge, who didnt make a call at all? So I was just curious if he is allowed to throw a flag if he sees something.

While your frustration may be warranted many of our new officials are learning the game. These new officials start off on the sideline and may not be fully able to make certain calls due to inexperience and knowledge not because they are not allowed to. Hopefully the rest of the crew discussed this situation as a crew at halftime or after the game to clarify what took place and what everyone saw. And maybe the correct call can be made the next time. This is how we get better through experience and discussion. When we conduct the clinics in the spring, I try to encourage officials to discuss situations and calls that occur during a game as a crew so the inexperienced officials may continue to learn . In the situation that you have described, the sideline official may have not had a good angle to see the "ridiculous" call or may have been blocked out or possibly did not realize yet that there was an infraction committed. On the other hand, in my 30 yrs of officiating, there has been more than one occasion where a team/player has claimed that a call was "ridiculous" only to be wrong of course, usually due to ignorance of the rules. Keep those things in mind as we are just beginning this season and officials continue to learn and improve as the season wears on.

PS Officials are paid to officiate the game, not to make calls. of course penalty infraction calls are included in the overall scope of officiating a game. Players that cannot accept the realities of the game may be better off joining the fans and spectating instead. Realities being that some penalty infractions and touches will be missed. If you have watched a CFL game and notice a missed call or two, these officials missing that call have been officiating at a high level for years and have taken much more clinical instruction than our referees. They also go through constant critique after every game in order to improve. They still miss calls..huh, imagine that...

The play literally happened right in front of him, it was right up against the sideline, so he had te perfect view, more perfect that the two refs who actually made the calls. I'm not even frustrated that he didn't throw a flag, since he had the best view of all the refs and didn't throw a flag, maybe he didn't think one was warranted on either guy, which I would of been fine with. But I just wanted clarification on if he ALLOWED to throw a flag if he sees something, cause I know if a flag does happen it usually comes from the head ref or the other ref, but if the side ref sees something can he make a call as well? That's what I wanted to know.
