Does everyone require waiver forms for the 2023 winter season?

Waivers will only be required for new players or players who have not filled out a waiver since we went electronic (about a year ago). Teams can still see who isn't waivered by comparing their roster to the game cards. Anyone listed on a roster but not the game card doesn't have a valid waiver.
