We had two different issues at our game last night. One was about what is a catch and what isn't. We can talk about that elsewhere.
When I started playing about 10 years ago, safety was first. You could get a unnecessary roughness penalty when you tagged too hard. Not anymore. It seems to me that WRs are no longer entitled to the ball and DBs are allowed to play defense in the same manner as in tackle football. I have see way too many knees to the back or back of the head while a defender tries to go over-the-top of the WR. In the past, you needed control of your body. This play, as an example, has the DB with no control of his body. The WR has established position and the DB bowls him over to try to make a play. Maybe I'm wrong but this is careless and also not the goal of touch football. No contact and allowing offense are the main goals.

I can't stand the rough play I have seen slowly come in to the game. I know some people will say "suck it up, its football" which is fine BUT touch football isn't supposes to be rough. That doesn't mean it doesn't have its moments but the goal is safety. There is a reason we don't have fumbles, or blocking and the same has to go for a defenseless WR who already has position.
